Financing
The $30.5 million arena was financed by general obligation bonds. The state leased the arena for 20 years in a plan to fund bond debt. Pct. public: 100

A new 16,000-seat arena has been proposed by a private developer. Lawrence Gottesdiener, head of Northland Investment Corp., also wants to put an NHL team in the venue. The city formerly hosted the Whalers, but that franchise moved to Raleigh, N.C.
The $250 million arena would host the hockey franchise and basketball teams from the University of Connecticut. If the NHL effort doesn't work out, Gottesdiener says the AHL Wolf Pack would be welcome.
Gottesdiener says public money would be needed to help build the venue. While no firm plan is in place, he suggested $150 million in tax-exempt bonds, $75 million from the state and $25 million from his company. The company is heavily invested in Hartford. Northland owns Trumbull Place, CityPlace II, Goodwin Square, Metro Center and more. It also has two significant residential projects that are in the works - luxury apartments at Hartford 21 and luxury condominiums at the site of the downtown YMCA.
The Connecticut Development Authority, which owns the current arena, is considering the venue's future. It has apparently decided to ignore a plan by former Whalers owner Howard Baldwin to buy the building from the state, make upgrades and bring the Whalers back to town.
The Venue leases suites and handles signage. The Venue has no club seats, but does have a club that seats 311 and whose members pay $3,500 per year for membership.
XL Insurance purchased naming rights in late 2007. Terms were not disclosed. (Facilities, Financial, Ice Hockey, Professional Sports, Venue)
