Financing
The $94 million arena was part of a $262 million development funded by city bonds. The bonds are backed by a six percent ticket tax and revenues from parking and retail portions of the project.
The $262 million Rose Garden replaced the 35 year-old Memorial Coliseum as home of the NBA Trail Blazers and WHL Winterhawks. The facility, financed in part with $46 million from software billionaire Paul Allen, has a sports bar, executive banquet facilities and a variety of concession stands. An acoustical cloud floats near the 140-foot high ceiling of the Rose Garden.
The Rose Garden got a $15 million upgrade beginning in 2006 intended to get fans more excited about the building.
The renovations focus primarily on revamping the 200-level club lounge, which had sported a Mexican-themed decor. Now designed with more of a nightclub feel, the premium-level lounge features bamboo wood floors, stainless steel drink rails with granite counter tops, cushioned benches along the walls, suspended wood ceilings, new dining stations and dozens of flat-panel TVs.
The upgrades include two 60-foot-long bars with walnut veneer, granite counter top and five multi-tap beer pouring stations.
The club level was not the only area to be renovated. The 70 luxury suites were outfitted with new wallpaper, carpeting and flat-panel TVs as well, said Jeff Rhinevault, director of facility services for Global Spectrum.
The courtside lounge, previously about 900 square feet, was expanded to about 3,000 square feet and offers a view out into the corridor where the visiting team will walk past on its way to the court.
Other arena renovations included a new signage ring around the arena and less visible fire alarm, security and lighting upgrades. The management is looking at additional renovations, including a possible restaurant for the 100-level, said Rhinevault.
In March 2004, Oregon Arena Corp., the Allen-owned enterprise that managed the venue, filed for bankruptcy. The problems began with the original deal in 1993 when bondholders provided $155 million at 8.99 percent interest to build the venue. The payments were to continue until 2020 and the debt could not be refinanced. About $133 million was outstanding on that loan made primarily from Prudential and TIAA-CREF, a pension fund.

Allen sought to refinance the debt, but the lenders refused. The lenders took over control of the building as part of the bankruptcy proceeding and turned management over to Global Spectrum.

For basketball, the $2 million acoustics system sends crowd noise down to the court. The Rose Garden offers state-of-the-art technology for replays with special effects. Among other things, the Rose Garden developed and utilizes Game Ops (Operations) Commander, a computerized special-effects video and sound system developed by the Trail Blazers. The Winterhawks play a portion of their games at Memorial Coliseum.
